Bill: Video Gaming Regulation

Voting deadline: May 2432

Description[?]:

We advice the legislation to take a stance on the sale of video games. Games are created with different purposes and with different themes and content. Thus we should establish a scale to differ between the content of video games and who we allow to purchase such games.

We propose a scale as follows:

3+ - Games for all (especially educational games and games for babies and small children).
7+ - Childrens video games (can include educational programs and games).
12+ - video games for young teenagers.
16+ - Video games for teenagers.
18+ - All adult video games (not including pornographic games).
P(18+) - Adult video games with pornographic content and purpose.

At the same time we establish the Video Games Censorship Agency (VGCA) who shall decide which video games will go in which category. The VGCA will take into consideration topics such as sexuality, violence, language, substance (tobacco, alcohol and drugs), humour, gambling together with the themes and purposes of the video game before deciding on the category of the game.
Their decision shall be clearly viewable on the finished product so consumers easily can seperate the games from each other.

Sellers of video games must also require a proof of age from the customer before the sale can be made.

In this way we can avoid unwanted and unnessecary problems with unintended content in video games.

MessageStrongly oppose. It should be left up to the parents to decide what is right for their children.

Furthermore, why is pornography considered more offensive than violence? Which would you rather your child see- intercourse, which perpetuates life and opens a bond between consenting partners, or murder?

MessageIt is well defined that direct pornographic material will have its own category. The VGCA will decide on which games shall be allowed for the other categories and if games containing sexuality and violence should be allowed for people under 18. Remember this is games. There is a big difference in playing games where you have intercourse than where you kill terrorists, but yes maybe games where you play a hitman should only be allowed for 18+. Thus the VGCA...

MessageWe see no reason for the P(18+) and the 7+ categories, however we support the proposal.

@CSP: Whilst we agree that the parents have a right to decide what is right for their children those same parents must be provided with the information to make decisions based upon the material they are buying. Technically, the parents will still be allowed to purchase any game for their children, only the children may not purchase them. However, the choice must not be given to the child directly to purchase any game they wish as some content would not be acceptable for some parents and without this bill the children would be able to purchase any software they wished without parental supervision.

MessageWe believe that there is a difference in video games for children aged 7-11 and those above.... that be in the categories of language, love, violence etc. The way the children in these ages recognise other people as individuals with independent feelings is a crucial difference for those under 12 and those above. Thus we advice this scale. But we will accept to look into it when it has been tried for a while.

MessageAnd what of P(18+)? Surely if someone is already over 18 then there is no requirement to differentiate between one rating (i.e. 18) and another.

MessageWell you could call these games sex games, it is apperently a big genre in video games and as such, together with its special themes, should have their own category. We also believe that such games will be sold at the same places and next to the same stands as is ordinary pornography which will transfer these games away from the other video games.

Thus because of the extraordinary concept of these games we can only advocate a P(18+) category though we are willing to call it something else.
