"Refugee" is defined in the dictionary as "a person who flees for refuge or safety, esp. to a foreign country, as in time of political upheaval, war, etc." (see http://dictionary.reference.com/browse/refugee). These are the people this legislation is designed to help, not so-called "benefit tourists".
