MessageThe government approval is only needed to fire striking workers, not just any firing.
And a strike must be approved by a majority of the union workers, thus a person who is about to get fired cannot just decide to go on strike.

We see it as a way to keep a balance between the worker and the company. The company never has to settle the strike and is free to hire replacements for the duration of the strike, they just cannot fire workers on strike.
