MessageYes, the current makeup of the bill means parties are limited to a 5 proposal "bank" and when they use any they will be replaced 1 per month back up to 5. This keeps people from flooding the Jawa with bills at once, but permits a party to submit plenty of bills over time. (OOC: if you log in once a day you can submit all 5 proposals and have them replaced in full before you log in again the next day)
