This legislation simply affirms that the waste disposal of the nation would be at the hands of the private sector, BUT with strict governmental regulations. This would save the taxpayers of Rutania millions of RUT($).

In addition, since waste and garbage disposal is already managed by the Federal Government, this legislation transfers direct PRIVATE ownership of the garbage disposal (Sanitation) department to the current employees and workers so that they can operate the garbage disposal process as they are OWN business, thus being SELF-employed working for a profit dividend rather than striking for a miniscule wage.
