Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.
Old value:: The government makes no provision for civil defence.
Current: The government builds and maintains a network of shelters across the nation.
Proposed: Local authorities are responsible for building and maintaining shelters.

Message | Not really. Each region will need better or worse defences depending on the layout and compatability of said region. Each region will be given the most effective defences for the region - whereas the government will produce identical shelters, which may not work as well in some regions. Also see my point on your bill. So if anything, it'll be MORE of a postcode lottery with your proposed idea. |
