The Parliament of the Beluzian Republic,

Aware that Civil marriages are currently defined by local governments;

Believing marriage to be a universal contract between consenting adults;

Concerned that local governments imposing different standards with regards to civil marriage has led to bureaucracy, confusion and discrimination;

Approves a bill enshrining civil marriage in national law, and allows all consenting adults to obtain national civil marriage contracts.
