The government nationalizes companies the provide essential goods or service if they would otherwise go bankrupt, because the failure to provide such services in a certain area, even for a limited period of time can have terrible results for the (local) economy. After restructuring the companies will be sold to private investors. Vital industries are defined as: Energy Water supply Education institutions Hospitals Providers of communication services |
