MessageThe current one gives an advantage to larger regions who actually merit it, while smaller regions don't merit an advantage... BECAUSE THEY'RE SMALLER. Smaller regions having an advantage on the amount of seats gained makes about as much sense as paying 40ALO for one cookie when you can pay 30ALO for 10.
