The rationale is as follows:

The Liberal Party wishes to shift taxation to indirect forms of taxation in order to lower income taxes in the near future, particularly for lower income families.

The Sales tax on essential goods should therefore be established at 11% on an equal standing as luxury goods. Meanwhile lowering the sales tax on luxury goods will increase the accessibility of these items to lower income families. Indeed the only consequence of a high luxury goods tax is the exact opposite of what was intended, since it basically forbids lower income families from purchasing them.
