The higher the seat number, the more closely the parties' respective influences in the Apella reflect national opinion. 2. A majority of 599 is 300. This makes calculators less necessary. 3. 2/3 of 599 is 400. " 4. The system is more egalitarian and less oligarchical if more people are serving as representative. |
