MessageArticle 1: There is no need for the national government to intervene in matters which are better regulated by local legislation.

Article 2: The most dangerous of wild animals are often those which would suffer the most from confinement and domestication. Such animals are also often threatened species, and allowing people to capture them as pets would further endanger their survival. Finally, despite safety rules and people's best efforts, wild animals can escape and harm innoncent people, as well as potentially harming their owners.
