There are strict regulations for adopting children. There are no regulations for making children. While we understand keeping potentially malicious people away from the children who need to be adopted, the amount of regulations surrounding the children is enormous, and also enormously unnecessary. There is no need to have so many regulations that it'll scare off potential adopters. This bill will simply eliminate most of the unneeded red tape, but still keep adoption well regulated. |

Old value:: Adoption is strictly regulated by the government. Only by passing several tests and by following an intensive program applicants can adopt children.
Current: Regulation is used to screen out only those with a previous history of child abuse.
Proposed: Adoption is regulated by the government. Applicants can adopt after a routine check-up.
