Torture is the most horrific thing that can be done by one human to another, be it psychological or physical. However, the use of torture can not be entirely forbidden, for there are certain situations (a terrorist with a bomb in one of ten appartment buildings ) where torture or chemical interrogation, as foul as it may be, must be used. |

Message | I'll have to vote no. "Grave Emergencies" sounds too strict. There would be situations in relation to terror suspects that there might be something going on that we dont know about, and torture (psychological only) may get the important information. |
