This bill is designed to return certain, designated responsibilites in policing and education to the localaities in which they are based. Too overextend a national government, and require it to surgically solve problems for which it is not designed is impractical and, ultimately, harmful. We therefore presume to leave certain, more focused, duties to the local governments. |

Message | Articles 2 through 4 are not ideal; while it is advisable and indeed neccessary to provide some independence to local administrations, it is simultainiously the responsibility of the national government to monitor those administrations. For example, a local government could decide not to fund its police department at all, or to severely underfund it, allowing crime to gain a foothold in the country. This is unacceptable. |

Message | Why would a local government do such a thing? If there is a crime problem, isn't it the next logical step that a locality, to eradicate the problem, would increase its police force? The same, general arguement could be made for allowing the national government reign over policing. What if it underfunds the police force...and allows crime to spread throughout the entire country? Why is a local government any less trustworthy to govern than a national government? Your concern is valid, though a bit detached and not specific to the bill. |

Message | The local government is neccessarilly less trustworthy as it is less representative, and thereby less inclusive of differing opinions, and smaller, making it far more succeptible to corruption and influence by criminal elements. A local government would not neglect is police force, if it were legitimate, however if it were in the hands of a few discriminatory or criminal individuals it very well might have its police simply ignore certain violators or violations. Therefore, a balance must be struck between local and national control. |

Message | Would it not be easier for everything to be organized by machines at a national level? Then everything would simply fall into place all the way down to local governments, and we would not have to worry about corruption taking hold. |

Message | While we applaud the efforts of public servants in local government around the nation we feel that granting local government too much control of vital social functions will destabilize an already too unstable situation. For now we need to induce stability through government oversight and enforced national standards. At a later stage we can return to this debate, but at the present moment our nation is not ready. |
