| Despite a shift towards generally more tolerant positions towards drugs, industrial hemp still is legal only for "regulated agribusinesses" in the Commonwealth. This bill would legalize the industrial applications of the hemp plant in addition to its already legal applications as a recreational substance, putting it on the same level as wheat or alfalfa as a farm product. |
