This bill modernizes and reforms the Commonwealth's Recycling law so that ALL garbarge produced from residents, commercial businesses, and factories would automatically be RECYCLED and thus can be REUSED as well as converted into electrical energy that is not dependent on the dinosaur-aged Fossil Fuels like Oil and coal.
