| No person, entity, group, or nation shall determine the safety of the Confédération des Deux Kanjors. Article One. Officers and employees of the intelligence community are to make every effort to establish and maintain intelligence relationships with any person, entity, group, or nation with ties to the Confédération des Deux Kanjors. Any actions necessary to maintain information are permitted. Article Two. The Confédération des Deux Kanjors maintains nuclear weapons to deter, dissuade, and defeat any immediate or potential conventional, nuclear, chemical and biological weapons threats. The Confédération des Deux Kanjors will do whatever is necessary to deter the use of weapons of mass destruction against the Confédération des Deux Kanjors, its allies, and its interests. The Confédération des Deux Kanjors would prefer an alternative solution to nuclear weapons on another sovereign nation; however, no military response will be ruled out as a potential response for any threat. Article Three. The Confédération des Deux Kanjors maintains chemical and biological weapons to deter, dissuade, and defeat any immediate or potential conventional, nuclear, chemical and biological weapons threats. The Confédération des Deux Kanjors will do whatever is necessary to deter the use of chemical or biological weapons against the Confédération des Deux Kanjors, its allies, and its interests. The Confédération des Deux Kanjors would prefer an alternative solution to chemical and biological weapons on another sovereign nation; however, no military response will be ruled out as a potential response for any threat. In addition, all military forces shall be withdrawn from the Mordusia conflict. |

| Message | We're not sure we follow. Here is what you said when you voted to send the sons of Kanjor to die: “We support. Mordusia has long been a friend of Kanjor.” A friend of Kanjor? Because we exchanged cultural programs for a few years? Bah. As stated in the Mordusian Neutrality Pact of 2999: “The Republic of Mordusia declares itself to be neutral in all wars and only seeks enough arms and soldiers to defend itself.” Also: “No nation signing this treaty is obliged to come to Mordusia's defense as a result of this treaty, although separate arrangements guaranteeing Mordusia's neutrality may still be made.” So, not only are we not expected to come to their aid, if it were Kanjor under attack, Mordusia would refuse to come to ours. But, we suppose its a little too late for all that, now isn't it? |

| Message | Mordusia was for many years a valued member of the Accord des Nations Amicales. There are provisions within that treaty that enable neutral nations to be members. Mordusia also officially recognised its french minority and accorded official to the french language. Irrespective of (all) that Kanjor has always (at least while the PPK has had influence) striven to defend the victims of agression. As a civilised nation we can do no less. |

| Message | From the Accord des Nations Amicales: "Article 3 It is open to Neutral Nations (this means that they are considered full members and their neutrality is guaranteed by the ANA but they have no military obligation to the ANA). Article 4 (i) That the military provisions of the Accord automatically come into effect if a member Nation is attacked and assistance is requested by that member nation." So, as long as a country has declared themselves neutral and as long as they speak French, we will come trouncing to their aid at the first sign of danger? How ridiculous. Mordusia is no ally of Kanjor. They are a merely trade partners, at best. At worst, shallow cowards content to use Kanjor’s soldiers as meatshields when it’s convenient and hide behind “neutrality” should Kanjor go to war. Why do we fight for them? |

The PPK is well aware of the provisions of the Accord (after all it was Henri Manion Kanjors beloved foreign minister for many years who was responsible for drafting it). Does the CN really think that it is wise to ignore this unprovoked attack on a nearby friendly nation? It is not wise! It is not right! Will we abandon the Mordusian people in their hour of need and pretend it is not our concern? All it takes for evil to triumph is for good men (and women) to do nothing. |
