This way, say the government gives 10 000 dollars for each child's education annually. There are 3 private schools, one that costs 7 000 annually, one at 10 000, one at 13 000. The parents can choose to send their children to the cheaper of the 3, and save the money for something else (of course, most schools would be at the voucher level or higher, rarely dropping below, if this became a problem, the government could start taking back the surplus voucher money) They can choose to send their kids to the 10 000 school, which would take the entire voucher. They could choose to send their kid to the 13 000 school, use their voucher, and pay 3 000 out of their own pockets. Perfect. |

Message | Why would parents send their children to a school which didn't teach the basic skills that are mandated by the state presently? The free market is the best system, the consumer chooses the regulations, a bad school will go under. |
