Our recycling system has already been able to greatly reduce the amount of waste produced in Lodamun. However, not everything is recycleable, and recycling alone is not enough. Our beer stores, where bottles are re-used, are a good example of responsible environmental stewardship, re-using the bottles repeatedly before there is any need to recycle the glass or plastic.

This bill would make each company responsible for re-using or safely disposing of all waste it produces. A mine which produces tailings would be responsible for containing the waste itself and paying the cost of any clean-up in watersheds created by run-off. A factory would be required to accept the return of any packaging used, and either re-use the packaging or dispose of it safely itself. Once a car has reached the end of its life, the manufacturer will be required to accept it and either recycle the metal or dispose of the car itself.

Waste produced by individuals will remain the responsibility of state garbage collection agencies, but individuals will be encouraged to return their waste to the manufacturer or other original source. This method of disposal should greatly increase re-use of resources and thus overall effiency, while greatly reducing the number of landfills.

MessageThe law says the companies are responsible. If they wish to sub-contract their responsibility, that should be fine. However if the subcontractor ends up throwing the metal in the ocean, the producing company would be responsible for resolving the problem.

MessageI support a private company being responsible for its own waste. However, if they contract with another company for waste removal, the hired company is responsible and cannot dump it in the ocean, or other places that they do not own.
