Description[?]:

This bill proposes the creation of a national lottery which will be held monthly throughout the republic. The excess revenue that is generated by the lottery will be placed in a general fund which will be used to:
1.maintain the national lottery office and prizes.
2.improve the general infrastructure, health services, and educational facilities of the republic.

The lottery will be regulated by the Ministry of Finance, who will appoint a lottery commisioner to oversee the administration of the lottery from the capital. The lottery commissioner will serve a one-year term and must be reappointed to continue in that position by the Ministry of Finance.

In addition to the lottery commissioner, local lottery representatives will be appointed by the local government of each region to oversee the local administration of the lottery. These representaives will answer to the lottery commissioner and will also serve a one-year term and face annual reappointment by the local governments.

MessageWe agree with the assessment of the FEP. Our tax system presently ensures adequate funding for governmental activities, and we see no reason why a lottery would do anything other than threaten to undermine the basis of the economic equality we are so privileged to enjoy in Al'Badara.

MessageA lottery takes very little money from few. This isn't wholesale oppression, this is allowing for government programs to be funded easily. It's essentially taxation with a potential prize winner.

Furthermore, lottery programs often grow larger then government welfare programs simply due to the way society participates in them.

MessageWho are those few? Sure, they have a choice on the purchase, but you don't see millionaires buying many lottery tickets. Seems a bit like a reverse Peter Pan, or Dennis Moore if you will.

MessageThere really aren't millionaires in Al'Badara. And the few that are here are taxed highly. So you could say they're buying plenty of losing lottery tickets.

This is voulentary taxation, pure and simple. Don't want to lose money, don't buy a ticket.
