The DSP, noting rising international tensions proposes the following bill.

(non proposal section)
1. Our current nuclear arsenal be increased by 15%.
2. R&D on more effective and less environmentally damaging tactical nuclear devices be funded.
3. A missile shield comprised of defencive missiles, airborne, space and ground laser systems be created.
4. Double the amount of SAF vehicles, both manned and unmanned.
5. Voluntary government funded defence classes be opened in every city.

1. The use of nuclear weapons be limited to instances in which it is the only way to win.
2. The manufacturing, purchasing and use of biological weapons be banned, but research into them and cures be allowed, Simply because it' suicide to use them, since such weapons spread globally, even if used in a single place.
3. The government build a network of shelters across the nation to protect the people from enemy attacks.


The DSP, normally being pacifistic realizes that while peace and negations should be the first solution to a problem, it is not the be-all do-all end-all solution in every case.

MessageThe AU feels that while some from of nuclear weapon reform is neccessary, the proposed bill places too much emphasis on a passive, defensive role and severely limits our actions in times of war.

Though we're not too enthusiastic about using chemical and biological weapons, voting against it would be a vote against putting our superhumans to good use once we've mastered the technique to manufacture them.

MessageTechnically, a super-soldier would'nt count as a biological weapon, and would therefore not actually be limited by this bill.

An anthrax bomb or GM disease is what this prevents.

MessageI agree with the non-proposal part, but even with a 15% larger arsenal, our enemies will not be intimidated with the new, restrictive nuclear attack laws. What does "if victory is not feasible by other means" really imply? Who is to say when that line is reached or when it has been crossed? Who is to say what the "other means" are? Are they any other means, or just some of them?

Because, surely, the training of child soldiers and the militarization of every member of society is one means to victory: it worked for Iran in the Iran-Iraq war; surely, suicide bombing could be a feasible means; or battlefield brutality; or targeting civilians. Tokyo suffered from firebombing as badly as Hiroshima did from the atomic bomb. That law is too ambiguous and vague, and the moral issues that it raises are disturbing.
