| "Brothers, once again turmoil has struck the Jews of Majatra. The ever anti-semitic nation of Deltaria has taken the unprecedented move of expelling all people of the Jewish race from its nation, specifying the Sixth Jewish Homeland as its preferred destination for them. Thus we propose the immediate implemtation of "Operation Rescue and Relocate" using the plans drawn up for "Operation Ishmael" during the near-genocide in Kafuristan of the 2340's. Through cooperation with the Deltarian government ("Boo! Hiss!") we shall airlift all Jews moved to the border regions of the Deltarian Republic into Beiteynu itself. Unless Jews at the border have pre-arranged transport to another nation where they will be guaranteed a safe haven they shall be treated as "nationless individuals" and fast tracked to Beiteynuese citizenship, seeing as our present laws grant citizenship only to Jewish individuals we do not feel this will be a problem. All such individuals will be placed in refugee camps until adequate accomodation and employment can be arranged. Brothers! We will not stand by while our kin perish, this is not an option, this is a necessity!" Article 1: Victims of extreme circumstances shall be defined as all Jews facing expulsion from Deltaria or potential genocide in Deltaria or any other nation.
