Our nation's Ministry of Foreign Affairs has received a message from Ramiro Dull, the Minister of Foreign Affairs of The Free Republic of Lourenne expressing Lourenne's interest in an agreement with the Federated Cities of Pan-Sekowo, by inviting us to join the Western Dovani Free Trade and Non-Aggression Pact. The Lourennian Ministry has sent us the text of this treaty, as follows:

"Ratification of this treaty implies that the government of the ratifying nation fully agrees to and intends to honor each of the following measures:

I. No tariffs or prohibitive import quotas are to be imposed on goods from other ratifying nations. If a ratifying nation's laws require the imposition of tariffs on all imported goods, those tariffs are to be payed by the importing nation's government (effectively nullifying them).

II. If available in sufficient quantity, goods are to be imported from ratifying nations first, before being sought out from other nations.

III. Security along shared borders between ratifying nations may be strong enough to deter terrorist threats or illegal immigration, but there is to be no large-scale militarization along these borders without prior coordination between the nations in question.

IV. There is to be no military conflict between ratifying nations. NOTE: This treaty does not require any ratifying nation to defend another ratifying nation against a foreign threat.

V. The intended ratifying nations are the Free Republic of Lourenne and the Federated Cities of Pan-Sekowo. The allowance of a new nation to ratify the treaty requires the consent of these two nations. Any other nation that ratifies this treaty without the consent (two-thirds majority) of the legislatures of both Lourenne and Sekowo will not receive the benefits of this agreement."

MessageSeeing that there are no immediate problems that either side has with the wording of the treaty, I have moved the proposal to the ratification stage. I am pleased by Sekowo's show of wisdom and cooperation, and I hope our two legislatures can affirm our economic alliance soon.

MessageI regret to inform you that Lourenne has not yet ratified the treaty. Due to an unfortunate election, some of our current legislators are "against treaties" in general, and some of the more internationalist parties have lost power. I ask that you not take this to mean that all of Lourenne's government is so unwise, because the contingent of naysayers is only just large enough to disrupt our affairs. It will not be so after the next election; we are a young nation, so there are bound to be a few "hiccups" in our legislative process at this time. Make no mistake, when the dust clears, we will forge this agreement in writing.

MessageIf we pass the treaty now it will provide more incentive for Lourenne to pass it, since if we don't some parties in there nation could use our not passing it as an argument for not ratifying it themselves.

We must take the initiative in this.
