In turn of the passed Department of Peace legislation, the Senate is called to nominate and confirm a Minister of Peace as written in the binding resolution:

"Section III: Department Minister

Article 1) The Department of Peace will have a Minister elected by the Senate body. The Supreme President must confirm any elected Peace Minister. If the Supreme President vetoes the Senate-elected Minister, the Senate must make a new decision as to who will replace the previous Minister.

Article 2) The Peace Minister will be elected to 6 year terms in order to allow the Minister time to gather information on international situations and to deal with them in appropriate time frames. After a six year term, the Peace Minister must be reelected by the Senate body.

Article 3) The Peace Minister requires a simple majority to be confirmed by the Senate body."

As the founding party and creator of the Department of Peace, we of course will be selecting a capable candidate with a proven record to fill the seat for the first time in history.

Other parties are legally allowed to nominate a Peace Minister.

Confirmation Process

There will be four steps to confirm a Minister. The order proceeds as:

1) Debate & Nominations: Debate and nominations will be held for a full day (RL)
2) Simple Majority Vote: A simple straw vote will be held where parties post whether or not to confirm a Minister to voting stage. They will either post "Yes", "No", "Abstain". If the candidate receives a simple majority, the Senate will proceed to the Voting Stage.
3) Voting Stage: Once voting stage is held, the debate will be turned into a routine vote. If the Minister acquires a simple majority, he/she/it will proceed to be officially accepted by the Supreme President.
4) Supreme President: If the Supreme President vetoes the nominee, the Senate must return to debate. The process will be continued unless the Senate overrides the Supreme President's veto with a 2/3 majority vote.

(Note: Only parties with seats will have a materialistic voice. Any party that votes that is without seats will only be honorary and symbolic.)

If so, it would be very much appreciated should they announce this early to save time and work. MessageGood day fellow Solentians, Senators, and other esteemed peoples.

I am Eugene White, a common man of Solentia and a proud member of the Federal Independent Party. I address myself here today on this floor to further the nomination by my party to become Solentia's first Minister of Peace. I plan to prove a challenging plan like this can work under an administration run by me. But before I enter the phase of saying that I can do it without giving an explanation as to why, I will proceed to explaining who I am and my political background.

The beginning of my political career was when I volunteered to work for then Supreme Presidential candidate Dennis Kucik. I was given a taste of what politics were like, the pros and cons, and decided that it would be my destiny. After working for Supreme President-elect Dennis Kucik, I was promoted to campaign manager for the Kucik Administration in 2421 and worked for Mr. Kucik until 2425 when Julia Taylor became Supreme President for a short lived term. I was 25 after this and decided to take my career further.

In 2428, I ran for Rhegium City Councilman. Using my knowledge and trust from others that I had built up under the Kucik Campaign Administration, I was successful in my run and was elected easily with 71% of the vote. I felt from that time on that I would have a permanent life of rigged and tough politics.

As a Rhegium City Councilman, I worked to establish a better working, cost effecient, and city operated sewer system compared to the previous privately run program which had fallen into disarray and become delapitated. I authored and successfully pushed a bill into law making Rhegium the first major city to ban vehicals that failed to use environmentally friendly fuels only. Acid rain and smog have been clearing up since then and now there is no traces left of Rhegium's ugly side. In 2431, after serving three one year terms as a Rhegium Councilman, I decided to run for Mayor. The current Mayor Richard Coburn had been suspected of an affair with another man and his public support dramatically dropped. Taking advantage of this, I ran and was successful, being elected with 63% of the vote.

Mayorality was perhaps one of the greatest experiences I've ever had. Not only was I popular, the Rhegium Plain Dealer was a vivid supporter of my politics and ideas. Some say this was never a highlight of the newspaper's history, but the people never seemed to mind. My programs were focused on eliminating the poverty in Rhegium and ridding the city of the growing ghettoes. Also, I was unhappy with the Rhegium Police which was being undertaken by a series of drug dealings within the department itself. You know when the people who are supposed to be arresting drug dealers are hooked on drugs, you've got yourself a problem. As soon as I took office I went to action.

With a government program which created the Rhegium Municipal Stadium, the new "Flats" project centered around the rivers which cut through and around parts of the city, and the Highway Re-development Initiation Plan, thousands of people were put to work. With these projects complete, which they all were by 2437, Rhegium has become an attraction center, vacationing spot, and industrial sector which continues to produce 100% Solentian steel and is an automotive stronghold. Under my mayorality, I was even able to convince the government run and owned media station Solvernment News to position a secondary head quarters in the city. As for the ghettoes, they were all demolished and public housing buildings and private housings were arranged by the city to shelter the lower-income citizens. The RPD was dealt with under an intensive drug bust arranged by the Chief of Police Steve Shydell and new staff hired and trained. Additional funding for the RPD was allocated to them allowing for greater numbers of police on the streets, which cut down on crime.

At the end of my term as Mayor of Rhegium in 2440, I decided to step down from my successes. I cannot hide from my evidential flaws which every soul will procure in his or her life. While Mayor of Rhegium, not only did the Rhegium Autoworker's Union Local 32 strike three times due to my environmental laws which caused a shutdown of Rhegium's biggest source of profit, the City Council tried to impeach me for "expanding Mayoral powers" and taking initiatives to begin projects without the full consult of the Council. However, this impeachment trial was short lived after seventeen of the fifty Councilmen were charged on terms of accepting bribes from a foreign steel company which wished to drive Rhegium Municipal Steel out of business.

After stepping down from Mayorality, I ran for the Solentian Senate in 2440. I was able to win a seat and am currently serving my third term. I have prided myself for staying bi-partisan and progressive all my years as an elected official and member of the Federal Independent Party. Through my service, I am committed to a three point plan which essentially begins the Department of Peace's service.

The plan follows:

1) Establish the Department of Peace as an internationally recognized entity by interacting with destitute nations where crimes against humanity are abundant.
2) Keeping in contact with world leaders and governments by writing a plan to work against countries that violate basic rights. To also further peace by preventing any possible war and by decreasing war crimes.
3) Strengthen the position of minorities in governments by allowing recognition from the Federal Government of Solentia and keeping an active position in the Senate with information to allow the Senate knowledge about the international situations in any conflicts and or incidents.
