The State is sponsoring these students to complete their higher education, to make sure they are intelligent, competent workers who will earn an above average salary. Obviously, they'll be expected to pay back their debts to the state once it's within their realm of financial possibility. |

Old value:: The government fully subsidizes tuition.
Current: The government subsidizes tuition only for students from families classified as low-income or poor.
Proposed: The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.
