Bill: Removing Corruption in the Civil Service
Details
Submitted by[?]: Dolgarian Imperial Revivalists
Status[?]: passed
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: October 2096
Description[?]:
Having our civil servants appointed along political lines leaves the system open for corruption, and leaves the door open to an autocratic dictatorship. In addition to this, with such a 'patronage system' in place, it makes it almost impossible for foreign firms to invest in our fine country without having to bribe seven officials just to get a license to trade. Never mind the damage that it does to our own businesses, which I am afraid to say are rather small compared to our neighbours. So, for the good of the country, lets remove this inefficient cancer from the heart of our government! |
Proposals
Article 1
Proposal[?] to change Appointments and requirements for government employees.
Old value:: Government employees are selected and appointed in a political way.
Current: Government employees are selected and appointed in a political way.
Proposed: All government employees have to promise political independence.

Message | We proposed this earlier and it never got throught. Hopefully now we can guarantee that government employees will be politically independent and show no bias. |

Message | It isn't feasable. |

Message | Its perfectly feasible in that it happens around the world in many countries successfully. There are strict standards for certain civil servant jobs. Ministers may have their own political ideas and objectives and the civil service provide unbiassed advice on how best to implement them whilst drawing attention to other concerns or proposals. |

Message | This Bill seems necessary in these uncertain times. Our party is worried that demagogues and revolutionary forces are keen on taking over power in Dolgaria and we want to protect the State apparatus. |

Random fact: Players have a responsibility to differentiate between OOC (out-of-character) and IC (in-character) behaviour, and to make clear when they are communicating in OOC or IC terms. Since Particracy is a role-playing game, IC excesses are generally fine, but OOC attacks are not. However, players must not presume this convention permits them to harass a player with IC remarks that have a clear OOC context. |
