Recognising the current law in Solentia is valued and designed to be in the best interests of the safety of the public; The Union for Progression and Development feel that the time is right to begin to re-asses the situation regarding Exotic animals.

We highly recommend that the keeping of Exotic animals be permitted by all members of the public as part of their rights to have pets of their choice and their individual right to run their home as they see fit; though we understand that such may be illegal and so we propose the following:

Article 1-
* Citizens of Solentia reserve the right to keep animals of their choice permitting their choice of animal is in correlation with articles 2 and 3.
* Citizens of the Solentia have the right to purchase and keep exotic animals on their own private property and in their own homes.

Article 2-
* Animals of foreign origin (I.e.- non-Solentian animals) are required to be registered with the government.
* Animals kept by Solentian citizens must not be a threat to others.
* Whether or not an animal is a threat to another citizen of Solentia will be determined by the Exotic animal registration office who will provide an owner with a certificate to prove the safety of the animal.
*The Office will also regulate, control and make anual reports about the effects of the presence of Exotic animals on the ecosystem.
* The office will be responsible for determining if an animal is a threat to the ecosystem and whether or not the Governmental Environment Agency needs to place a restriction on a species due to tis threat.

Article 3-
* The government reserves the right to ban a particular species or breed of animal if it is deemed necessary via means of the Governmental Environment Agency.
* The GEA may seize animals deemed dangerous or a threat to the public.
* Local governments are responsible for the persecution of citizens found to be illegally harbouring dangerous animals or unregistered non-Solentian animals.

MessageCurrently, exotic animals are kept and maintained by professionals, it would interest the Labour Party to know what made the UPD feel exotic animals should be allowed to remain in anyones care, as only a certain amount of people have the competence, knowledge and training to look after these exotic animals and most of these people are found in Zoos.

MessageThe Union for Progression and Development point the Labour Party to read article 2 section 3;

"Whether or not an animal is a threat to another citizen of Solentia will be determined by the Exotic animal registration office who will provide an owner with a certificate to prove the safety of the animal."

If a citizen is unable to look after an exotic animal or be able to control such an animal; the Exotic animal registration office will be able to refuse to grant a certificate on the basis that an ill-treated or un-controlled animal; is a one that endangers the public.

If a citizen is not competant at handling an animal of exotic nature; they will not be granted a certificate, for that would be a danger to society and the people around the citizen and/or animal.

MessageWe oppose this legislation as it is a bill that is anti-environmental. It is not the right of citizens to potentially harm and destroy the essential and integral chain of life. Should a gap be created due to interference of natural life activities because of ownership of a rare species that is not situated normally in Solentia. There is no purpose and no benefit in owning an exotic animal. We do not see any other reasoning to this legislation and cannot be persuaded to change our mind on this topic.

But we feel currently Zoos do a great deal at the moment in caring for exotic animals that perhaps ordinary people simply couldn't. What would you say to this?

MessageWe would reply simply that Animal Control and societies for the protection of animals are still in existance; if an animal is being mistreated, if an animal isnt getting the correct attention and care it deserves; Zoological institutes will be permitted and encouraged to intervene.

We reply to the FIP that if the keeping of exotic animals is proved to have a significant damaging effect on the environment, then that animal may simply be added to the list of illegal and regulated species.
The "purpose" and "benefit" of ownership of an exotic species is to minimalise the interfference of the government in people's private lifestyles and to prevent the infrignment of the right to keep a pet of your choice.

Not all exotic species are "rare" Mr.Simon; The keeping of a parrot for a child's companion is not dangerous and does not affect the environment of Solentia.

MessageThe Labour Party, as a modernising Centre Left party, hates to use this phrase but feels it is very much one which applys in this case and may well prevent our party from backing this bill. It's- "Don't tamper with a willing system." Old fashioned yet true we feel. Currently we have a fantastic system where exotic animals are recieving the best care and attention from trained professionals in a Zoo. If these laws were passed and came into place despite a good Animal Control Unit, exotic animals would be much much more likely to be hurt, injured, not looked after correctly and we feel that the Animal Control Unit wouldn't be able to control and keep informed on all of these cases. As a party, we look for imporvement, how would the law your proposing better the situation we have now apart from the obvious more freedom and choice for the public on owning pets.

MessageWell the Labour Party works closely with the people and would love to provide them with an opportunity to own these sorts of pets. We must ask how thorough the inspections and checks are after the amount of times people have slipped through the net in similar situations to this one, where inspections have failed us. It may be useful if the Justice or Interior Ministers from our Cabinet could inform us of this information.

MessageOf course I would be glad to comment. I personally overlooked the process of suggesting this bill; and Imust say I was impressed by the thaught and concideration having gone into this legislation. As for the inspections; I am fully confident that the inspectinos will be enough to asses the suitability of not only the handling and care of the animal but the history of the owner and even more importantly; the suitability of the environment the animal is being placed in. Please be assured that these things have been thaught about and tackled and that if this legislation is supported; that the gain of freedom of choice; will NOT be at the expence of the animal's lives or quality of life.

MessageThe Workers Party doesn't feel that the present system works so badly that it needs to be reviewed. We could however back the UPD's proposal, if it would incorporate two of our concerns.

First, the government agencies must have a say not only whether a certain animal is a threat to Solentian citizens, but also whether such animal is a threat to the Solentian Ecosystem. We should remind the dire consequences of the irresponsible introduction of the politailed squirrel (Funambulus multicaudata Skaa.) which caused the ruin of our softcork forests, due to the fact that it digests the softcork seeds, instead of expelling it unharmed, as it is the case of the Red Squirrel (Sciurus Flammifer Lin.)

Second, discussing the ban of particular species is hardly a task for the Senate. The governmental environmental agency should be allowed to regulate such matters by executive orders; only cases of abuse should be brought upon the Senate.

MessageEven so, we will not put an exotic animal in the hands of citizens. Aside from special institutions and organizations that understand how to take care of these beings, any exotic animal brought to Solentia is an invasive species which violates the ability of domestic animals to live their lives successfully. It is a simple fact that domestic animals will have great difficulty to no chance of surviving when having to compete with a foreign animal. Invasive species are illegal in most countries that value the life cycle.
