"...As I've already stated what we must have in mind when creating a law is that we do not only create bans and imperatives but we mainly create possibilities, certain freedoms. If we say we want the military to help the police in serious emergencies, what we give is a possibility. The possibility to let at least parts of the military act as police, to let forces responsible for outer defence ot the nation and it's people (and equiped and trained to pull this duty) be and act as forces for inner decenfe of the state and it's people. The criteria are subject to subjective considerations and perception. This is questionable. To prevent situations not wanted by the lawmakers we shouldn't even give the possibility of letting an extreme situation turn the law against it's makers intentions...
