| WHEREAS, the People of the Independent City State of Moroni have expressed their wish to become a part of the Dual Monarchy of Hulstria & Gao-Soto RESOLVED, that the Independent City State of Moroni is to be incorporated into the Eastern Territories as the Free City of Moroni, and its citizens afforded the rights of all citizens of the territory. The Free City of Moroni will be under the Authority of the Ministry of Internal Affairs. |
