Considering that environmental issues often need a lot of technical knowledge to deal with. Considering that local governments have the expertise to deal with environmental issues. The Assemblee Nationale decides to devolve environmental issues to the local governments |

Current: There is a national agency which owns all forests, but subcontracts the work to private companies.
Proposed: Local governments may set up forestry agencies. Where they do not, forestry is on a commercial basis.

Old value:: Forests are protected. Logging is allowed by licence only.
Current: The government has no policy on forest protection.
