Description[?]:

1) Cuts the overall budget, paving the way for a tax cut.

2) Cuts budgets of ministries whose principle expenses are staff salaries to 100 million ALOs, except for finance, which gets 200 million ALOs to field auditors.

3) INCREASES Justice budget higher even than MLPs recommended level.

4) Increases military budget, but not by as much as before.

5) Increases budgets for health and social services, infrastructure and transport, education and culture, science and technology, and environment and tourism--but no so much that KC's feared "welfare state" will get out of control.
