-Preamble-
Dovani is the largest continent in Terra. Despite its untold mineral, biological, and cultural wealth, it is almost entirely unexplored, and most of it is controlled by petty tribes that are squandering the tremendous resources. There have been several exploratory missions to the East, but only one of these has been performed by a Sekowan force. There are new nations popping up along the coast every day, and our neighbors are growing in strength.

It is time that Sekowo lead the colonization of Dovani. It is time that we discover the wealth that lies just beyond our known world. It is time that we seize the opportunity, before it is too late.

This Colonization Appropriation Act of 2453 shall perform the following:
A. Oversight and Goals
(i) The goal of the Colonization will be the establishment, in the next twenty years, of settlements and military forts along the Western and Eastern shores of the Sea of Carina, and in the verdant Histap Valley.
(ii) Sekowo shall establish a "Colonial Administration and Expansion Commission" (CAEC) for the oversight of the colonial goals.
(iii) The CAEC will be devolved absolute military and civil authority over the colonial regions.
(iv) Any inhabitant of the colonial regions may appeal a CAEC decision to the Legislature of Sekowo in order that they retain their constitutional liberties.
(v) When dealing with the native peoples, the CAEC will act in every capacity to ensure peace and understanding. Should conflict become inevitable, the CAEC is entitled to use any means to protect the colonial possessions.
(vi) Ministers of Justice, Finance, Defence, Infrastructure and Transport, Education and Culture, and Science and Technology will nominate the head(s) of the CAEC for the Legislature to choose from. There will be a total of eleven members of the CAEC.

B. Economic Purposes
(i) All Sekowans who are near or below the poverty line will be provided with land and small capital for its development, should they choose to emigrate to the colonies.
(ii) Overflow from prisons in Sekowo will be transfered to prison colonies along the Western Coast of the Sea of Carina.
(iii) Raw materials will be shipped from the colonial possessions exclusively to Sekowan manufacturers. Likewise, Sekowan vendors will have the exclusive rights to sell to the colonial possessions.

C. Scientific Purposes
(i) The CAEC will ensure that Sekowan biologists, geologists, linguistics, anthropolists, etc. will have easy and safe access to all colonial possessions and the surrounding regions for the purposes of scientific advancement.

MessageThe DSP has been considering creating this kind of legislation and has been looking at the maps to determine the best possible route to take in where to start colonizing.

The DSP however feels that we should allow any groups that we find that are free and democratic to keep there land and recognize them as a sovereign entity, while establishing economic and diplomatic relations.

MessageAdditionally, considering that Lourenne is not rich enough to expand by itself, we feel we should offer a deal in which some of the land we expand into is given to them.

Of course this would be purely an altruistic gesture and we would not ask anything of them for doing it.

But Republics can have empires. A republic is a structure of government while an empire is an economic/territorial system.

I like the DSP's plan. I have a further system for naming the new provinces which I posted on the forums a while ago:

A: Praemontia - "before the mountains"
B. North Monshowa - N "Showan Mountain"
C. South Monshowa - S "Showan Mountain"
D. Postmontia - "After the mountains"
E. South Marcornia - S "Sea horn"
F. North Marcornia - N "Sea horn"

Although some political groups currently exist in the future colonial holdings, their territories are more or less undefined. Needless to say, this bill ensures that any groups will be treated with respect and be left unharmed.

MessageWell, we know that the various groups related to the Gao-Showa and Meztecs stem from the general region.

We should wait until we have explored each of the provincia before naming it.


For instance, the closest territory to the South, in the Greta Dovani plain is home, from what we know from exploring our border, to the Kli'koot people.

as I remember, we decided on
1. Only voiceless stops and a distinction between lax and tense (geminate)
2. Plenty of fricatives, but none dorsal/pharyngeal
3. Plenty of liquids and nasals... a dental flap for a rhotic (or was it a "french" voiced uvular fricative?)
4. "Pure vowels" as in Italian, perhaps with some modifications for rounding
Correct me if I've forgotten/mistaken something
