Current: The government does not hold qualifications for new parents.
Proposed: The government requires a test for would-be parents, if parents circumvent the test they are allowed to keep the children, but are watched for incompentence.
Article 2
Proposal[?] to change Policy concerning racial segregation in educational institutions.
Old value:: Public educational institutions cannot be segregated, private institutions can choose to apply a policy of segregation.
Current: Segregation is illegal in all educational institutions.
Proposed: Segregation is illegal in all educational institutions.

Message | Although we support some of these proposals we feel most go to far. We might consider supporting if article 3 was ditched, or if article 1 was. Obviously we would prefer both being scrapped. |

Message | We support, but we must point out how hypocritical the Forpees have been. Less than a year has gone by since the UPF introduced a bill that put parental qualifications on people wishing to have children and the Forpees railed against it citing "human rights" and other such travesties. |

Message | This makes the test somewhat optional, and we did not want to leave such an important issue to local governments. Better to make a proposal that others will vote for and keep policy from being totally crazy in different regions. |
