MessageI discussed this last time I proposed this law, it'll help the local governments maintain how many pets each person or household owns, to ensure that they have the means to care for their pets and don't have more pets than they can handle, both points aimed at improving animal wellbeing.

Under the current laws, some little old lady on a pension could have as many pets as she wanted, and it's not impossible to imagine you soon have a small 5-room house with over 30 cats, which she has no chance of being able to maintain proper care of. The cats fall into neglect, they suffer and they starve to death in a pile of their own filth. Meanwhile with so many out of control cats running around, little Mrs. Pensioner inevitably trips over one, has a fall, fractured hip, and no-one notices the missing neighbourhood cat lady until the stench starts to seep through the neighbour's windows.

So could mandatory positive discrimination.

These other laws keep the common man from trading in exotic and endangered animals. We can see where you are coming from with endangered animals, but the ban on exotic animals is uncalled for.

MessageThe problem is, KC, it is not an unusual circumstance. Attempting to care for more pets than is reasonable is an all too common problem amongst animal lovers and, to put it bluntly, lonely people. It would be no inconvenience to anyone to register their pets with their local government and it could save hundreds of animals from a life of misery.
