Bill: Increasing the Number of Legislative Seats Act of 2455
Details
Submitted by[?]: 帝国公明党 (Teikoku Kōmeitō)
Status[?]: defeated
Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.
Voting deadline: October 2456
Description[?]:
The DSP, will once again, for different reasons than normal propose the amount of seats be increased. The DSP hereby proposes the number of seats be increased to 600. Here are our reasons. 1. 1/3 of 599 is a long decimal count number, one half of 599 is a short decimal number, which is really quite an idiotic system to have. 2. Half of 600 is 300, 1/3 of 600 is 200, and thusly 2/3 is 400. 3. The ShCP is going to go inactive tomorrow and we're going to have to have re-elections anyways to compensate for it. |
Proposals
Article 1
Proposal[?] to change The total number of seats in the legislative assembly. Should be between 75 and 750.
Old value:: 599
Current: 450
Proposed: 600

Message | Half of 600 may be 300, but a majority is 301. The entire point is that A MAJORITY of 599 is 300, which is very convenient. Halves are pointless, it's the majority that we're interested in. Also, with the 599, we can never have a tie. |

Message | Yes you can. Before the emergency elections you and the PSFF were in a tie for the largest amount of seats. |

Message | I believe that the honorable representatives from the AUP were referring to an overall tie in a vote for a bill, in which case they are quite right. 599 is an odd number, and hence cannot result in a tie. |

Message | Actually it can. If a party with an odd number of seats abstains, and an equal amount of seats from the other parties votes yeas and no, it can lead to a tie. |

Message | Heh, good point. But it's less likely to happen, since the scenario with 100% of parties voting at least is impossible. |

Random fact: In cases where a party has no seat, the default presumption should be that the party is able to contribute to debates in the legislature due to one of its members winning a seat at a by-election. However, players may collectively improvise arrangements of their own to provide a satisfying explanation for how parties with no seats in the legislature can speak and vote there. |
