Old value:: The nation shall never purchase, produce, or store biological or chemical weaponry, for military purposes. Research and development of the technology is permitted.
Current: The nation shall never develop, purchase or store biological or chemical weaponry.
Proposed: The nation reserves the right to develop, construct and store biological and chemical weapons.

Message | Thank you for splitting the bill despite the early vow not to. This is one of the most important and controversial issues in Lodamun's history. There are now only ten CBW-armed states in the world. There is no conceivable threat to Lodamun from chemical or biological weapons. To arm ourselves with them, at a time when other states are disarming themselves of these barabaric weapons, is an act of madness that would turn Lodamun into a rogue state. (The number of CBW states is already well down since the last time this issue became a controversy in Lodamun.) Chemical and biological weapons have no deterrent value. A state armed with nuclear weapons already possesses any deterrent value given by WMDs. Chemical weapons add nothing to any deterrent. They do, however, have a provocative value that is likely to set other states against us. We would be setting back years of patient diplomacy by both the Adam Smith Party and the CNT and People's Coalition foreign ministers designed to prove that Lodamun is a peace-loving state. Chemical and biological weapons arsenals also pose an environmental threat to our own people. It is not possible to easily contain them in labs. Weapons-grade biological agents can escape from labs, contaminating the environment and harming human health. There is no reason to commit this monstrous act of arming ourselves with useless but dangerous weaponry. |

Message | Having reconsidered this, I have decided that checial and biological weapons are not effective means of defence (nuclear weapons are). As such I feel I can no longer can support the creation of weapons which are not necessary for our defence. |
