MessageThis bill authorizes and orders a one-time expenditure of 20 million ALOs by the Education and Culture Ministry to construct the "Helmut Helmut Memorial Gardens and Pirate Ship" on the capitol mall in Libertia. The gardens will be a place of contemplative serenity in the midst of Libertia's notorious bustle. At its center will be a statue of former President Helmut in his preferred pirate regalia, gazing through his telescope from the deck of a pirate ship to Aloria's great unknown future. The ship will be sailing on a "fountain" sea, and it has been suggested that water might jet from Helmut's ears.

There is some controversy over whether the memorial will depict Helmut's little known "peg leg." Helmut's administration was during a different era in Alorian politics. Photographers were instructed by their supervisors never to photograph Helmut in a way that showed the wooden leg. Newspaper editors likewise refused to publish any such photos. This bill leaves the controversy of how to depict Helmut Helmut's peg leg to the artist's discretion.
