The MCM recognise the desire to have teens prevented from driking at a young age due to risks of alcohol abuse, however we also identify the producitive style that some countries have taken, to allow anyone to consume alcoholic beverages. The purpose of this bill is to allow adults to buy alcohol but for anyoe to be able to consume it; if less of a "taboo" is placed on alcohol and a more laissez-faire approach is taken, teens would not concider drinking alcohol to be a massivly important activity and would see a small concumption (such as a glass of wine with a meal, champagne on special occasions or the occasional drink with friends) as a perfectly normal and natural activity that if abused could have serious concequences. ooc: Basically; like the French system where teens are encourgaed to have the odd glass of wine, and it has been proven that this significantly lowers France's cases of alcohol abuse by teens as it is not a "forbidden" activity and the temptation to "be a rebel" is not present. |

Message | We agree with the MCM, that there is a better track record of the younger generation easing into alcohol more gently if they are more used to alcohol consumption. Message | The governmental agencies with responsibility for Social welfare (Social services, RSPC etc..) should be sufficient to moniter Adult responsibiloity with regards to this. Also; Community Police officers, Youth Workers, School Officials and the likes would be aware and would be able to report any issues. There is always a risk but we are more than confident that the people currently in place are capeable to keeping an eye out for any flaws.
