| The use of biological and chemical weapons should not be allowed and should be shunned, but the research of such things is necessary, if the weapons are used against us. Civilians should not be required in times of peace to serve in the military. Nuclear use in warfare is despicable, but if the time comes when another country uses nuclear weapons against us, we should be ready and able to defend ourselves. |

Current: The nation reserves the right to develop, construct and store biological and chemical weapons.
Proposed: The nation shall never purchase, produce, or store biological or chemical weaponry, for military purposes. Research and development of the technology is permitted.
