| Over the last several decades more and more scientific research has shown that Humans are no the only sentient species on Terra. Dolphins, Whales and Elephants have all been shown to be highly intelligent, self-aware and very creative as well as having highly efficient memories, and in the case of Elephants memories superior to those of Humans. There are also several species of Simians, Octopae and other animals that show high, though not HDWP level intelligence or capabilities, that are none the less considerable. Therefore the DSP proposes that a hierarchical system be created in which all these intelligent animals be protected. The first tier, which would include Dolphins, Whales and Elephants would have the most importance, and killing or hurting of any these animals would be considered the same as killing or hurting a person It would also insure that in times these animals are in captive that they be provided with the most comfortable and natural accommodations to the natural habitat they are happy in and be treated with respect, furthermore it would require the habitats of these species receive the utmost protection. The second tier would include highly intelligent animals that are not at the same level as the first, but more intelligent than most other species, This tier would include Octopae, several Simians and a few other animals of this caliber. The killing or harming of these animals would result in a heavy fine and 5 years of prison time. When in captive these animals would have to be provided with comfortable and spacious (in relative to size) accommodations, furthermore it would require the natural habitats of these species become protected areas, and only building that would not disrupt their environment be allowed. |
