Must I remind one again that all non-Church land in Luthori belongs to His Serene Majesty, The Holy Luthori Emperor of All Terra and that the deed holders (commonly, but wrongly, known as owners) are freehold tenants. As such it is only right that His Serene Majesty's Government should be able to use said land for the greater good of the Empire, if and when required.
