There are no plans - so far - to give local authorities the power to decide when to pull the nuclear trigger. There is therefore no reason for them to burden their tax payers with the cost of providing selective survival facilities. This will allow an enormous tax cut, as provision of nuclear shelters is extremely expensive and their effectiveness is unproven. |
Proposals

Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.
Old value:: Local authorities are responsible for building and maintaining shelters.
Current: No new buildings may be constructed unless they feature provisions for civil defence.
Proposed: The government makes no provision for civil defence.

Message | It is inappropriate for local authorities to decide who will live and who will die in the event of a nuclear exchange. If people fear a nuclear holocaust and wish to survive it, let them build their own shelters. If people either don't fear a nuclear holocaust, or do not wish to survive one, they can choose to spend their money on education, medical treatment, a pension, a sports car or a ski lodge in the mountains. |

Message | If the people want defence, they will pay for defence out of their own pockets! I say give them a tax cut, and if they want, they can pay for defence out of the money they save. If they don't want to spend on defence, who are we to force them to spend on defence? |
