Description[?]:
During times of crisis i feel that a coalition government does not have the power to react quickly enough. for example we are in a current state of civil war and we have to vote on legislation on how to act. I propose that in times of extreme crisis congress can give temporary emergancy powers to the emperor and the head of government to take control of the situation. This gives power to those who can wield it most effectivley and congress suspended only to decide on when power returns to them, i would also propose that during the time has his emergancy powers that elections are suspended. Once the crisis has subsided power is restored to congress and normal procedures continue. |
