MessageWe at the MCM feel that the above legislations are neccassary for the development of the Solentian Justice System.

Concerning Article 1:
We feel that torture is something that can never be tolerated. There are several reasons for this, the primary being that torture is concidered to be barbaric in nature, brutal, unneccassary and a total abomination of life. Every man has the right to be frr from harm, every man has the right to be free from torture. It is a basic NEED.

Concerning Article 2:
If one has broken the law, the MCM does not feel that criminals deserve an education. Education is a privilliage for the free and those who respect the law. If one follows the law, one may be educated, if not, then their eduction should be part of the sacrifice and punishment. We stand that criminals may apply for GCSE's, A levels (Solentian equiv.) and the likes, as part of their "free time" should they with to apply for that, though no formal education shall be provided by the state.

Concerning Article 3:
Prisoners are in prison because they have broken the law; their chances of earning money should be stripped from them. They are in prison to be punished, not to earn cash to spend as they please. No more money for prisoners, keep them as interns, a punishment, like they should be getting.

MessageThe Workers Party has, in the recent past, proposed the abolition of torture, which has been denied by this House.

We would like to state that this issue is so centrally important to us, that we will vote "yes" to this bill, even if we do not agree with the other two articles, as we don't.

MessageWe will address these aritcles one by one.

Article 1: Please inform the Senate as to how lessening prisoner's education opportunities will be of benefit to their rehabilitiation. The aim of criminal sanctions is to rehabilitate prisoners so they may re-enter society as law abiding individuals. Destroying their incentive to do so is hypocritical.

Article 2: Supported. Torture is abhorrent. The Liberal Party has long been a campaigner of civil rights.

Article 3: The key word of this law is "small". How do you propose they "spend their cash as they please"? There are no department stores in prison. Once again the aim of this law is to allow prisoners to be occupied and raise cash so they may enter society as law abiding individuals.

MessageOur position is that we agree very much so with you on Article 2 and possibly Article 3. Yet Article one we feel perhaps is a bit too harsh. Yes prisoners have done wrong, but is there really a point in prison without the education side of things. One key point of modern Prisons is that they have always provided prisoners with an education to help them see they have done wrong, shows them how to correct this problem and also gives them something to look forward to, perhaps a future outside of prison and this may help them re-build their lives on the 'outisde world.' Therefore, we are currently very mixed regarding this whole proposal. You may need to persaude us a bit more if we are to back this bill, Ms. Borron.

MessageIt would seem that the MCM has an important choice to make; stand by our proposal or make a comprimise.

In the name of a united government and an end to fractures in parliament; I shall reccomend that we keep articles 2 and 3 though the MCM shall safrifice Article 1 for the support of the Labour, Liberal and Worker's parties.

Sen.Constance Borron - MCM Shadow Justice Minister.
