Bill: Constitutional Reform Act

Details

Submitted by[?]: Ducal Delegation

Status[?]: defeated

Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Voting deadline: August 2099

Description[?]:

Aldegar's constitution could do with a little tidying up...

Article 1: The Head of Government should have the prerogative of proposing the Cabinet. This should be a matter of negotiation between him and the Grand Council; the Head of Government should not have a Cabinet imposed upon him that he had no say in approving.

Article 2: We need a capital city if we are to be taken seriously as a proper nation!

Article 3: 'Premier' sounds a bit naff. Let us have 'President' for the Head of State and stick with 'First Minister' for Head of Government...

Article 4: More regular elections - weekly, at fixed times...makes sense...

Article 5: Democracy can be run in Aldegar with fewer politicians.

MessageWith a small number of active parties in Aldegar right now, we have a real prospect of establishing permanent constitutional changes. The Democratic Alliance commends this Act to the Grand Council.

MessageWe must vote no, if only because of the fifth. If you remove the fifth proposal then we will vote yes, but 75 is far too small.

MessageIt is an unfortunate truth that if only the ruling party is allowed to propose legislation, the party may, for whatever reason, fail to nominate a cabinet. The current system, while running the risk of forcing a cabinet on a ruling party, insures that new governments are proposed. We support shortening the time between elections to 42 months, as it insures that elections are held at the same real-time every week, and we do oppose the reduction of the Grand Council to 75 members. We feel that a large Council will mean that the politicans will have a smaller constituency to answer to. We recognize the monarchist history of our Republic, and we feel that the title held by the Head of State is irrelevant as long as he or she is elected in a free democratic election, and we agree that our nation needs a capital city. We would support a bill with articles two and four, oppose one with articles one and five, and abstain on a bill with article three. We therefore abstain from voting on this bill.

Random fact: It is possible for a player to transfer ownership of a character or a royal house to another player. This should be done in a public way, such as on the Character Transfers thread, so that if a dispute arises in the future, Moderation can be pointed towards evidence of the transfer.
