| In view of the recent Beiteynu and Accord encroachment in the Eastern, unsettled areas, and Considering the difficulty, both economically and politically, in defending Squibble alone RESOLVED that Sekowo establish an egalitarian Unified Dovani Colonial Authority for the shared use of resources in Squibble and Vascania, that this UDCA oversee and enforce the right of Dovani nations over these continents. Our proposed treaty, which we will share with the other Dovani states, is as follows: Preamble: We, the Nations of Dovani, ourselves freed from the oppression of the Western powers and forged in the blood of civil strife, recognize the threat of Western colonization in the lands of Squibble and Vascania. We recognize that oppression will begin anew in Dovani itself if we do not take steps to prevent the Western Powers from gaining a foothold in the East. We recognize the inane words of the Western Powers as sham excuses for renewed colonization, and we demand our right to a sovereign East. To that end, we establish the UNITED DOVANI COLONIAL AUTHORITY for the oversight of shared defense and resource appropriation in Squibble and Vascania. (i) The UDCA is a council comprised of one representative from each member state (the respective foreign minister). All voting member states have equal voice, representation, and rights in the council. (ii) Voting membership is limited to Nations in Dovani; however, non-Dovani nations may join as non-voting members in order to show support. (iii) Member states of the UDCA are given equal portions of Squibble to be ruled as semi-sovereign protectorates. Each region is under indirect control of its respective UDCA member state. (iv) These Dovani protectorates function as to preserve the rights and securities of the native populations. (vi) All UDCA members provide the Authority with soldiers and resources for a communal military presence in Squibble and Vascania. (vii) The UDCA will only provide for Vascania a defense against Western colonization. Unless it is unanimously decided, the UDCA will not establish settlements or political control upon Vascania. (viii) The UDCA may only pass resolutions with a unanimous vote. The exception is if the foreign minister from a given country does not respond within three [real life] days to a proposal of the council [by private message]. In this case, the given foreign minister is considered to have abstained, and the proposal may still pass if all other votes are affirmative. (ix) The UDCA's primary purpose is to protect Squibble and Vascania from non-Dovani forces. In the case that a non-Dovani force intentionally establishes a presence in either place, the UDCA will immediately respond, with or without a formal resolution. |

| Message | The SCP would support such an initiative, though we suggest that instead of ust having the UCDA control Squibble and Vascania as a whole, but instead the areas are divided up among each member state, to be administered as protectorates or territories, abiding by the same laws as the protector, with exceptions for undeveloped tribes. Otherwise, the protector state would merely have the responsibility of overseeing protection from invasion, and would be allowed to harvest natural resources from the area, provided that any ecological collapses were prevented, and the natives were treated well and not burdened by forced labor. |

| Message | We would like to see Vascania, for the time being be left to itself, though protected from Western colonization. Further more so long as all nations are allowed to keep there current territories, we'd support this. |
