This bill--due to the MECHANICS of the game--doesn't have any "proposals," but we can just "use our imagination"(LOL) and vote based on the bill description. BILL: This legislation amends the budget bill so that if an INDIVIDUAL Rutanian citizen is morally or personally opposed to war and aggressive military spending, he/she can open up an ESCROW ACCOUNT with their local Internal Revenue Service (IRS) that contractually stipulates that the proportion of the National Budget that goes to Military spending (which is 50%) can be proportionally SET ASIDE from a person's personal income taxes. In other words, if the Chairman of the Neo-Epicurean Party is personally opposed to war and military spending, he can have 50% of his taxes set aside in an "Escrow Account" in which the Head of the Treasury is obligated by LAW to direct the money anywhere else in the government EXCEPT the Defense budget. Message | It's a good start. Ideally, I would like all citizens to be able to completely itemize their tax contributions. Say a taxpayer owes 5000 RUT in taxes for the year -- the tax form would enable them to choose which of the many government programs the money would go to, and how much to each. So the funding of government programs would be dictated by the citizens, not the legislature. Sounds complicated, but good software could do it easily. This is the 25th century, after all. |
