(1) YES, Federalism refers to the SHARING of governmental powers between the National (Central) Government and the Local (State) Governments.

(2) However, in the context of the Particracy game, it means a philosophy that believes in LOCAL control of issues.

(3) You might be confusing "Federalism" with the old FEDERALIST Party started by Alexander Hamilton and co. That party advocated a Strong Central Government.
