To be used only in times of emergency. 1. Instructions for the military should be published either immediately or, if this is not possible, not more than 24 hours after orders are given. This ensures that the public is fully aware of the nature and extent of the military's authority in a given crisis. 2. The portions of the military that has been assigned to a domestic crisis should be subordinate to the ordinary civilian oversight (e.g., if augmenting police at a riot, they should be subordinate to the head of police. If replacing striking fire fighters, they should be subordinate to the head of the fire service). |

Message | A well-trained military can be of enormous support in crises of all kinds, e.g., riots or key service strikes by say, police, fire or health. However, it would be necessary to have strong safeguards in place. The simplest and most effective would probably be this: 1. Instructions for the military should be published either immediately or, if this is not possible, not more than 24 hours after orders are given. This ensures that the public is fully aware of the nature and extent of the military's authority in a given crisis. 2. Message | We feel the military, in times of emergency, can be extremely effective backup for all other emergency services, but particularly the police force, and so we support this.
